I led Steer’s advice to Liverpool City Region and West Yorkshire combined authorities, overseeing the development of the Assessment documents that supported their decisions to introduce bus franchising. I contributed to the independent review of South Yorkshire Mayoral Combined Authority’s Assessment and am currently leading our advisory work with the West Midlands Combined Authority as it progresses towards making its decision
My particular expertise spans Strategic and Economic dimensions, including identifying partnership and franchising options, and advising on the development of frameworks to assess strategic impacts and value for money. These skills have been honed over a career building business cases that secure funding and powers for my clients' major transport investments, across transit, rail, bus, and active travel modes.
