Sarah is an Associate at Steer with over 10 years of experience in the transport policy and strategy environment. She has worked with public and private sector clients across the UK and internationally, supporting the development of many strategically important transport projects.

Sarah specialises in managing complex, multi-disciplinary projects, ensuring they align with client objectives while meeting programme and budget requirements. Since joining Steer, she has played a key role in projects focusing on urban mobility, sustainable transport, and business cases. Sarah has particular expertise in managing stakeholders, and ensuring transport strategies are inclusive and responsive to community needs. 

Recently, she has supported several Local Transport Authorities with the development of their new Local Transport Plans (LTPs), ensuring they comply with draft guidance and reflect their local environments and people.

She has also supported clients in developing robust business cases and securing investment for various schemes, including Midlands Connect’s Network Technology Solutions SOBC and MRN Maintenance and Renewals Business Case.

She works with clients from the very early concept stages of transport projects,  providing clear communication, strong project oversight, and practical solutions that balance technical, environmental, and social considerations.
