Richard has led or advised on strategic planning projects for over a dozen airports and ports, including Los Angeles World Airports, Massachusetts Port Authority, Raleigh-Durham Airport Authority, Port Houston, Long Beach Airport, and the City of San Jose Airport Department. His approach to strategic planning is characterized by extensive consultation, facilitation and collaboration to design a shared vision that forms the basis for goals, objectives, success measures and detailed action plans. The emphasis throughout is on building staff and stakeholder buy-in and creating a plan that is implementable – and Richard is frequently asked to provide implementation support.
Similarly, Richard conducts organizational reviews with extensive staff input to maximize their ownership of the solutions developed. His recent clients include the Port of Seattle, Los Angeles World Airports, Houston Airport System, Hawaii Department of Transportation, and San Diego County Regional Airport Authority. In each case, the client has retained Richard for multiple projects, often over many years.
Richard also has over ten years of rail experience, including the development of a business case for Link21, a program to transform northern California’s passenger rail system. Prior to 2012, Richard was based in London, U.K. and advised on the creation of the infrastructure manager Network Rail. He then set up and led Network Rail’s internal consulting team, assisting senior management with a turnaround of business performance and organizational effectiveness.
