Masroor currently is the joint-leader of Steer’s rail practice in North America. This practice is the largest Steer practice in North America. In this role, his main responsibilities include market strategy and business development, staff development and growth, team leadership, business planning, company targets and goals achievement, and recruitment plan development. 

Masroor specializes in travel demand forecasting (ranging from sketch-planning to investment-grade levels) of passenger rail systems (covering urban to intercity passenger rail systems) with additional focus on transportation systems planning and evaluation, transportation economics, and pricing of transportation alternatives.

Masroor has directed, managed and played key roles in many high-speed and intercity passenger rail, commuter and urban rail corridor ridership and revenue forecasting studies where he has also overseen the development, application, delivery and client staff training of numerous ridership and revenue forecasting tools in the United States. In these studies, he has also led the workstreams involving implications of ridership and revenue on funding issues as well as Benefit/Cost Analysis (BCA). In addition, Masroor has also managed and worked on a wide range of other transportation projects involving intercity passenger rail, commuter rail, public transit, infrastructure financing, public private partnership and survey analysis. He has also been the Secretary of the TRB Committee on Passenger Rail Transportation (AR010) since 2016.

Masroor directed Steer’s Northeast Corridor ridership and revenue forecasting assignment for Amtrak where the forecasts underpinned Amtrak’s successful $2.4B Railroad Rehabilitation and Improvement Financing (RRIF) loan application (the largest successful loan application to date in the history of the RRIF program) in order to support the new Acela trainsets purchase and other NEC infrastructure improvements. He is also co-leading Steer’s notable involvement in FRA’s Corridor Identification and Development (CID) Program by supporting clients including the Colorado DOT, Kansas DOT, Missouri DOT, Big Sky Passenger Rail Authority, Wisconsin DOT, Illinois DOT, North Texas Central Council of Governments (NCTCOG), City of Chattanooga and High Desert Corridor JPA in either Step 1 or Step 2 (or both) of the program. His main role is to lead Steer bring together expertise in all key aspects required within the CID program, including developing a compelling purpose and need; assessing the market conditions; evaluating route, service, and infrastructure alternatives; forecasting the ridership, revenue, cost, economic, environmental, and operational implications of the proposed service; and navigating the complex requirements of establishing new passenger rail service.
