Jonathan is an experienced transport consultant who specialises in managing complex multi-disciplinary transport projects including rail transactions and business cases for major transit infrastructure projects. He currently oversees Steer’s PRIME role on the UK Department for Transport STARThree Framework, and previously held the Team Manager role for Steer’s Rail Advisory practice for 5 years.

Since joining Steer in 2005, Jonathan has worked on a range of rail and transit projects, providing demand forecasting, economic appraisal and business case development, commercial and strategy advice across public and private sector clients in the UK and North America. 

Jonathan’s ability to manage complex rail projects is underpinned by his broad technical and commercial understanding of the GB rail industry. He has managed major rail technical advisor roles to procure the South Eastern rail franchise and London Overground rail concession; he managed the commercial advisor role supporting the UK DfT in the commercial design of future rail contracts. Jonathan led economic case workstreams on major UK rail infrastructure projects including for the Elizabeth Line, extensions to the Northern Line, London Overground to Barking Riverside and Manchester Metrolink network which are all now in passenger operation. Jonathan has also led business case workstreams on complex major rail infrastructure projects in the US and Canada, including the proposed rail connection across the San Francisco Bay known as Link21, and the High Frequency Rail project linking Toronto, Ottawa, Montreal, and Quebec City.
