Fiona’s work involves scoping, designing and delivering transport solutions that support decarbonisation, encourage best use of our transport network’s capacity, and help to create better places. She specialises in freight strategy and planning, which includes developing freight strategies for local and sub-national authorities; facilitating co-operation between the freight and public sectors; and the evaluation of initiatives for cleaner and more efficient goods movement. 

Fiona advised the National Infrastructure Commission on their Future of Freight study – understanding the public sector’s touchpoints with freight before making recommendations to central government about its role in supporting the freight sector to decarbonise, minimise its impact our towns and cities, and to operate as efficiently as possible. 

Fiona leads Steer’s work on Transport for London’s Fleet Operator Recognition Scheme (FORS) on governance and standards, facilitating fleet and freight operators’ continuing input to the accreditation scheme.
