At Steer-ED, Victoria leads the net zero offer, managing a range of projects within this domain and providing subject matter expertise across Steer-ED and the wider Steer Group

With a multidisciplinary background in low carbon innovation and as an award-winning knowledge exchange practitioner, Victoria brings a comprehensive understanding of the net zero and low carbon innovation domains

She has led major projects such as the Renewables and Electric Vehicle Enabling Works for London Luton Airport and the Rapid Review Assessment of the Benefits, Costs, and Risks of Transferring Woodland Assets to Third Parties for the Welsh Government.

Victoria's expertise includes energy policy, strategy, innovation, and transition, as well as social, environmental, and economic impact assessment. She supports clients in developing evidence-based strategies that align infrastructure investment and transport planning with net zero targets and broader sustainability goals. She works across the project lifecycle, from initial policy development and climate risk assessments to the delivery of sustainable transport strategies and environmental impact evaluations, ensuring clients can respond effectively to the climate challenge while delivering long-term social and economic benefits.
