Andrew Bennett is a Principal Consultant and transport economist based in Steer's Leeds office, specialising in demand forecasting, economic appraisal, and business case development.

With extensive experience managing projects for local authorities, sub-national transport bodies, and public transport operators across the UK, Andrew has contributed to various stages of project development, from strategic planning and feasibility studies to the preparation of Full Business Case documents.

He has managed and directed numerous high-profile projects, including the production of a Strategic Narrative for the proposed East West Rail scheme on behalf of England’s Economic Heartland. He has also led Economic Impact Assessments for various transport operators in the UK, such as LNER and TransPennine Express.

His expertise in demand forecasting and economic appraisal has been instrumental in assessing the value of transport services, such as the Shields Ferry, to local and regional economies. Andrew's commitment to delivering robust analytical foundations ensures that his work supports informed decision-making and promotes the development of effective transport solutions.
